Government sources said the introduction of the 2023 Act was notified as it was a “technical” requirement to seek further amendments to the very constitutional provisions it inserted/amended.
The Lok Sabha is currently debating three bills including the Constitution (One Hundred and Thirty-sixth Amendment) Bill, 2026 which seeks to amend Articles 330A, 332A and 334A inserted by the Constitution (One Hundred Sixth) Amendment 02) Act.
The Constitution Amendment Act of 2023 contemplated the reservation of women to come into effect after the first limitation on the basis of the relevant census after the commencement of the Act.
However, the government, arguing that the next census (Census 2027) and the resulting delimitation will take considerable time and delay women’s participation in politics, on Thursday introduced the Constitution (One Hundred and Thirty-First Amendment) Bill to enable the exercise of delimitation which is published on the basis of the latest statistics of C. 2011.
