The extent of CBI’s negligence is such that it forgot to file the charge sheet in the court within the stipulated 90 days. Due to which the accused owner of the girls hostel became eligible for bail.

Therefore, the result of this biggest mistake of the forgetful CBI is that the owner of the girls hostel, Manish Ranjan, automatically becomes entitled to get bail and also comes out of jail very easily.

All these mistakes made in this one case are probably neither a coincidence, nor a mistake, nor carelessness nor the newbieness of such a big investigating agency. Then you will ask, CBI Why would she allow herself to be beaten so shamelessly? So in this very question of yours, the question is that who is trying to save the rapist or murderer of the NEET student, why and for what. Who is he who is so powerful that the investigation passed through the hands of five different teams from Patna Police to CBI, but how dare any team or investigating officer show the courage to get closer to the truth.

From the first day till now and from Patna Police to CBI, so many mistakes have been made in this case at every turn, at every moment, that now the discussion which is common in the corridors of power in Patna has actually started to be believed. The discussion is that this case will never be opened because the name of a big and powerful person close to power is behind it. CBI is trying to put the stamp of reality on these discussions with its childish investigative actions.

Bihar Shambhu Girls Hostel is present in the capital Patna. This is the same hostel where a minor NEET student was found unconscious on January 6. Then he was treated in three hospitals and finally he died on January 11. And Manish Ranjan is the owner of the same Shambhu Girls Hostel, who was arrested by the Patna Police in the beginning. Since then Manish Ranjan was lodged in Beur jail of Patna. During this time he made every effort to get bail. But the court refused to grant him bail.

But now Manish Ranjan, the only one arrested in this case, has also been released on bail. Do you know how? The court did not grant bail to Manish Ranjan, but due to the knowing or unknowing kindness of the same CBI, the investigating agency which was responsible for keeping him behind the bars with solid evidence, Manish Ranjan became free. Manish Ranjan did not even have to argue in court to get bail. Because CBI did not allow his situation to come. Hence, Manish was freed by the grace of default bail.

Even a novice police officer who joins the police knows that in every case, the charge sheet related to that case has to be filed in the court within 90 days. On the basis of this charge sheet, charges are framed against the accused or accused. Then they are prosecuted under sections related to the same charges. The case is then decided on the basis of this charge sheet. Now, if any investigating agency of the country is not able to file the charge sheet within this stipulated period of 90 days, then it simply means that there are no charges against the accused who has already been caught by the investigating agency and put in jail. Now when there are no charges against the accused, then how can he be kept in jail?

That is why the law says that the investigating agency has to file the charge sheet within 90 days. Now think, the entire case rests on a single charge sheet. In the case of the NEET student, the CBI forgot to file the same charge sheet in the court within the stipulated time i.e. 90 days. Now when there is no charge sheet, how can the accused be kept in jail for more than 90 days? That’s why Manish Ranjan automatically came out on bail.

Those who say this may say that perhaps CBI forgot to file the charge sheet. But how can the CBI investigation team, which includes so many people and has its own lawyer, forget such an important thing? This mistake cannot have happened unknowingly. So did CBI deliberately give release warrant to Manish Ranjan? But why? So, is it really true that the ongoing discussion in the corridors of power is that the name of a big and powerful person close to power is behind this case?

Right now you have only heard a glimpse. How CBI killed this case step by step after taking over the investigation, now know it step by step. What I am going to tell you now is not something that is being discussed in the corridors of power in Patna. In fact, CBI itself has its own confession inside the court. In fact, a Patna court had sought a status report from the CBI in the case of the death of a minor NEET student. Status report means how far has the investigation in this case reached so far? During that time, a round of questions and answers took place between the judge and the CBI.

The case of the NEET student was handed over to CBI on January 30. The whole of February and March passed. In the first week of April, a Patna court summoned the CBI and asked how far has the investigation in the case reached? In the beginning, CBI tried to mislead the court by giving vague answers. But then when the court asked direct questions on every point, the CBI got stuck.

The court asked whether the NEET student who was raped and then murdered was a minor. But why was the section under POCSO Act not included in any CBI document or FIR? Do you know what was the reply of CBI? That the FIR initially lodged by the Patna Police did not contain the POCSO section and the CBI itself forgot to include this section. Now think about POCSO, in which the punishment ranges from 20 years to life imprisonment, in which it is most difficult to get bail, whom was the CBI going to help by forgetting the same section? After the court’s rebuke, CBI assured the court that it will also add the section of POCSO Act to it.

The court asked the second question that did you find out whose sperms were found on the undergarments of the NEET student? CBI was surprised again. Said- Not yet. But we are finding out. The forensic samples collected from the victim were sent to AIIMS. The report of these forensic samples is considered very important in this case. This may make it easier to reach the accused. When the court asked what came out in that AIIMS report? So do you know what was the reply of CBI? Till now we have not even asked for that report from AIIMS.

Manish Ranjan, owner of Shambhu Girls Hostel, was lodged in Beur jail. The court asked whether CBI did any questioning of Manish Ranjan? Or did he reveal something? CBI’s reply came – Manish Ranjan has not been interrogated yet. Isn’t it amazing? The only arrest made so far in this case was Manish Ranjan. The owner of Girls Hostel is Manish Ranjan. But the surprising thing is that more than two months passed, but CBI did not even think of interrogating Manish Ranjan. Although there was no need to even search for Manish Ranjan. Just had to go till Beur jail. But CBI did not go.

You will be surprised to know that even before Patna Police had arrested Manish Ranjan, he was not interrogated. That means Manish Ranjan remained in jail for about 3 months, but neither the Patna Police nor the CBI interrogated him even once in these three months. Then the question is, why was Manish Ranjan caught? Or the bigger question is whether Manish Ranjan is the person who has all the truth about this case? And that truth could expose that powerful man.

The court again asked the CBI. Come on, you did not interrogate Manish Ranjan. But on the night of 5th and 6th February, when the minor NEET student was in that hostel, did you find out from the call details of Manish Ranjan whether he was there on the night of the incident or not? A total of 8 mobile phones of many suspects including Manish Ranjan are in your custody. So did we get information about their location from the mobile tower? CBI’s reply was that at present we have not investigated the location or call details of Manish Ranjan on the night of the incident. It had been more than 2 months since CBI took over the case. So the question arises that if all these important things were not done, then what were they doing?

Overall, from the CBI’s reply in the court, it was known how the NEET student died, who did the rape, whose sperm was on the undergarments, how did she become unconscious, who was the person who killed her, what was the reason behind all these things? CBI did not have the answer to even one of these questions.

Actually, this is a case which has been or is being investigated by five different teams or investigating agencies in the last 3 months. First of all, when the NEET student died on January 11, then two days before that on January 9, Patna Police had registered an FIR in this matter. Two days after the death, on January 13, Patna Police suddenly holds a press conference and announces that the death of the NEET student is not murder but suicide. And there was no rape with her.

The case seemed over. But then the post mortem report of the NEET student comes out. The whole case gets turned upside down. There were innumerable wounds on the body of the NEET student, which pointed towards murder. After this, as soon as the forensic report came and evidence of sperm being found in the undergarments was found in that report, the case took a turn further. Now this case was taken from the embarrassed Patna Police and handed over to the SIT. But the SIT also started investigating on the initial line of Patna Police. By now the matter had reached a fever pitch. Accusations of cover-up of the case had started on Bihar Police. To avoid this embarrassment, the Bihar government on January 30 recommended handing over the case to the Bihar Police and the CBI.

Patna branch of CBI started investigating the case. A huge team raided the NEET student’s house from Jehanabad to the girls hostel. Regularly on media cameras. Then the investigating officer of this case was ASP Pawan Kumar Srivastava. But this CBI team also started investigating somewhere on the starting line of Patna Police. Then later CBI felt that the investigating officer should be a woman officer. Then CBI DSP Vibha Kumari was made the IO of the case. Now this same team was investigating this case. In the first week of April till the day on which the status report was to be given before the court.

Now the team of CBI Patna branch which could not impose POCSO section in more than 2 months, could not interrogate Manish Ranjan, could not find time to read his call details and could not even ask for a report from AIIMS, then the court took direct action and ordered that this investigation team of CBI Patna branch should be removed. The court ordered that now the investigation of the case should be transferred to the CBI present in Delhi. This happened on the orders of the court. And thus now the fifth investigating officer has been entered in this case. But despite five IOs working on the same case, the result is that there is still no result in this case. However, Manish Ranjan has definitely come out of jail.
