Delhi government has already started preparations to deal with air pollution in the coming winter. The government has notified the Proactive Winter Air Quality Management Framework, under which several important steps will be taken to control pollution during the winter months. Chief Minister Rekha Gupta said that this time the government will not wait for pollution to increase, but is giving time to people and institutions to prepare by giving information about possible restrictions and arrangements in advance.

According to the Delhi government, the air quality of the capital often reaches very poor and severe category between November and February. Keeping this in mind, this new framework has been prepared. Its objective is to take timely action and establish better coordination between various agencies.

Under the new system, fuel will be available at all petrol pumps in Delhi only to those vehicles which have a valid PUC i.e. Pollution Under Control Certificate. The government believes that this will help in controlling polluting vehicles. Apart from this, there will be a ban on entry of non-BS-6 commercial vehicles registered outside Delhi from November 1 to January 31. During this period, only CNG, electric, emergency services and vehicles related to government work will be exempted.

Parking fee will double in winter

To reduce the use of private vehicles in winter, the government has decided to double the parking charges at authorized parking spots. This system will be in force from 1 November to 28 February. In case of severe pollution, physical presence of maximum 50 percent of employees in government and private offices can be ensured. The provision of work from home can be implemented for the remaining employees. Its objective is to reduce the number of vehicles on the roads.

The government has also issued strict guidelines on construction and demolition activities. From November 1 to January 31, all projects will have to follow the prescribed dust control standards. If the pollution level increases between December 10 and January 20, additional restrictions can also be imposed. The government has made anti-smog guns, mist suppression systems and other dust control measures mandatory at large construction sites and high-rise commercial buildings. Through this, efforts will be made to reduce pollution emanating from construction activities.

Strict action will also be taken against burning garbage, leaves or other materials in the open. For this, instructions have been issued to RWAs, institutions and related agencies. Drones and field surveillance will be further strengthened for monitoring. Punitive action including environmental compensation will be taken against those violating the rules.

Chief Minister Rekha Gupta said that the government alone cannot fight the fight against air pollution. In this, active participation of citizens, RWAs, industries and institutions is also necessary. He said that the purpose of giving advance information is to give people an opportunity to prepare in time and to make pollution control efforts more effective. This new Winter Air Quality Framework of Delhi Government will be applicable from 1 November to 28 February every year and will be effective parallel with the GRAP arrangement.
