The resolution passed on Wednesday states that providing information is mandatory. At the Board of Governors meeting at the IAEA headquarters, 21 out of 35 member states voted in favor of the resolution. Diplomats associated with the meeting gave this information on the condition of anonymity.
Russia, China and Niger opposed this proposal, while 10 countries abstained from voting. One member state could not vote due to outstanding payments. This proposal was jointly presented by France, UK, Germany and US. A senior Western diplomat said the proposal was aimed at maintaining diplomatic pressure on Iran to comply with its nuclear monitoring responsibilities.
This resolution has been passed at a time when the situation in the entire Middle East remains extremely tense. America carried out an airstrike against Iran on Wednesday morning, while Tehran retaliated in the direction of several countries in the region. The increasing military conflict has also jeopardized efforts to end the war. US President Donald Trump has already warned Iran of paying a heavy price.
The situation has become more complicated after the attacks on Iran’s nuclear sites by Israel and America in June last year. After that 12-day conflict, Iran has not given IAEA inspectors access to the nuclear sites that were affected by the attacks. However, under the Nuclear Non-Proliferation Treaty (NPT), Iran is legally bound to cooperate with the IAEA.
The IAEA says it has not been able to confirm the actual status of Iran’s weapons-grade uranium stockpile since the June 2025 attacks. According to him, Iran has 440.9 kg of uranium enriched up to 60 percent purity. 90 percent is considered to be only one technological step away from weapons-grade enrichment. This is why the concern of the international community is continuously increasing.
In an interview with The Associated Press (AP), IAEA Director General Rafael Grossi warned that if Iran decided to take its program in a military direction, this uranium stockpile could be enough to make about 10 nuclear bombs. However, Grossi also clarified that this does not mean that Iran currently has any nuclear weapons.
On the other hand, Iran has been claiming that its nuclear program is entirely for peaceful purposes and it is not developing nuclear weapons. Tehran says its nuclear activities are limited to areas such as energy, medical research and scientific development. In the new resolution, the IAEA has expressed deep regret over Iran’s failure to comply with its obligations during the last 12 months.
