Following the interim directions of the Supreme Court, passport, visa and document verification services have resumed. Now all these services will be provided through 16 new consular centres. For this, people will have to first take online appointment.

The Indian Consulate General in Dubai has informed that Passport Renewal, new passport, visa related applications and document verification will now be done through these centres. Before visiting any centre, it will be necessary to take an appointment on the Consular Seva in UAE portal.
Why did the change have to be made?
This change happened because the earlier outsourcing contracts had expired on June 30, 2026. Earlier, passport and visa services were handled by BLS International, while document verification work was with SGIVS Global Services.
After this, the Ministry of External Affairs handed over the work of running 16 new consular centers in UAE to ‘Al Hind Tours and Travels’. The objective was to ensure that Indian citizens continue to get essential services without interruption.
Before the new system was implemented, the tender process was stuck in a legal dispute. After this, on July 15, the Delhi High Court canceled the technical evaluation process of the Ministry of External Affairs. The court said that there was a lack of transparency in the evaluation of the bidding companies. Also directed the government to start a new tender process within a month. After this decision, concern had increased among Indians living in UAE, because every month a large number of people depend on these services for passport, visa, power of attorney verification and other consular work.
Supreme Court gave interim relief
After this the central government reached the Supreme Court. On July 21, the Supreme Court refused to interfere with the High Court order, but also said that the services should not be stopped until the new tender process is completed. The court allowed the Ministry of External Affairs to continue the interim arrangements, so that people do not face any kind of trouble. According to reports, the court has also asked the government to complete the new process within three months.
What do applicants need to do?
If you want to get any work related to passport, visa or document verification done in UAE, now you will have to book an appointment first by visiting the Consular Seva in UAE portal. After this, you will have to reach the designated center with the necessary documents.
Those who already have appointments should also see the new instructions issued by the Indian Embassy in Abu Dhabi and the Indian Consulate General in Dubai. This interim arrangement will remain in place until the new tender process is completed.
