New Delhi: The Supreme Court on Thursday ruled that determining whether a candidate falls in the cream layer or the non-creamy layer of OBCs cannot be decided solely on the basis of income.“Determining creamy layer status on the basis of income bracket alone, without reference to category of post and status parameters is clearly unsustainable in law,” the apex court observed.
