PM Modi’s guarantee for West Bengal – 7th Pay Commission, corrupt TMC members to go to jail
New Delhi – Prime Minister Narendra Modi on Thursday unveiled a set of “six guarantees” for West Bengal, asserting that the BJP government will take firm action against illegal immigration, implement the 7th Pay Commission and ensure that no “TMC goons” or “goons” escape the law.Addressing a public meeting in Haldia, Prime Minister Modi expressed confidence of a political change in the state, saying, “Bengal has decided to overcome every adversity this time. Change is going to happen all over Bengal.”

He added that “the exit of this ruthless government is certain,” launching a scathing attack on the ruling Trinamool Congress.“The TMC is dragging Bengal down,” he alleged, claiming that corruption and criminality had crept into the security system. He also alleged that the current system has increased illegal activities like cattle smuggling.
Six guarantees
Outlining his guarantees, PM Modi said the BJP would ensure strict enforcement of laws and accountability if voted to power:
- A BJP government will replace the prevailing climate of fear with confidence and restore faith in the rule of law.
- The administrative apparatus shall be fully accountable — fully accountable — to the public it serves
- All files of every scandal, every corruption, every injustice committed against a daughter and every case of rape will be reopened.
- Under Trinamool rule, those involved in corruption are in jail. “Whether he is a minister or a vigilante, the law must hold everyone accountable. No TMC goon can escape the law anymore.”
- Refugees will be given all the rights and privileges guaranteed by the Constitution, while intruders will be expelled and not allowed to stay in India.
- The 7th Pay Commission will be implemented as soon as the BJP government is formed.
‘Double Engine Government’ for Bengal
Prime Minister Modi emphasized that West Bengal’s best interests lie in the prime minister and chief minister working together, making a “double-engine government” essential for the state.“The best interest of Bengal does not lie in antagonizing the Prime Minister; rather, the people can benefit the most if both the Prime Minister and the Chief Minister work together. This is exactly why a double engine government is absolutely essential for Bengal. A double engine government will make Bengal self-reliant in fisheries and seafood,” he said.
Development of fisheries sector
The Prime Minister highlighted the central government’s steps to boost the fisheries sector across the country, including the creation of a separate Ministry of Fisheries – the first since independence.“Decades after independence, our government, for the first time, has created a separate Ministry of Fisheries to cater to the needs of fishermen, their families and the Blue Economy as a whole,” PM Modi said.He added that the BJP has allocated a record budget for the welfare of fishermen, providing access to Kishan Credit Card (KCC) facilities and offering insurance coverage up to Rs 5 lakh for fishermen, with lakhs already availed.He added that central projects face resistance in states due to political considerations. “This increase in fish production has been significantly supported by the Pradhan Mantri Matsya Samada Yojana. However, they have a problem with it because it carries the ‘PM’ tag,” he said.“TMC leaders may hate me, but in that hate, they have not even spared the word ‘Prime Minister’,” PM Modi added.Voting for the 294-member West Bengal Assembly will be held in two phases on April 23 and April 29, with counting on May 4. The rally is seen as crucial to the BJP’s efforts to maintain political influence in the region, which has emerged as a central battleground in its rivalry with the TMC.
