The graphic, which charts terrorist activity across Pakistan and Afghanistan from 2007 to 2025, uses faint and general boundaries that obscure the wider regional differences. As a result, the territories of Jammu and Kashmir appear to be merging with the region identified as China.
The 2026 Global Terrorism Index reports a sharp global decline in terrorism, with deaths down 28% to 5,582 and attacks down nearly 22% in 2025 – the lowest level in years. A record 81 countries thrived, and genocidal attacks were notably absent.
However, the gains are uneven. After the return of the Taliban in Afghanistan, Pakistan has emerged as the country most affected by TTP attacks. Despite some decline in countries such as Burkina Faso, sub-Saharan Africa remains at the global epicenter, with terrorism accounting for more than half of all deaths.
India has shown improvement with a sharp decline in attacks, even as it remains among the worst-hit countries. Meanwhile, Western countries have seen an increase in politically motivated and lone-actor attacks.
The report warned that worsening geopolitical tensions, including conflicts in South Asia, instability in the Sahel and renewed threats from groups such as IS, could reverse recent gains, making the decline potentially short-lived.
