CAPF bill earmarking IG to DG positions for IPS officers to be tabled in Parliament soon | India News
The bill seeks to specify a minimum of 50% IG-level posts, 67% ADG-level posts and all DG and special DG-level posts for deputation to CAPF (representative figure).
NEW DELHI: Noting the need to retain deputation of Indian Police Service (IPS) officers to the Central Armed Police Force (CAPF) for operational efficiency through enhanced Centre-State coordination, the Home Ministry is set to introduce a bill in Parliament to provide for deputation of at least 50% Inspector-General (IG) level (6% Additional Director-AD) level to 7% Additional Director posts in the CAPF. Director-General (DG) and special DG-level posts.TOI had first reported on March 11 that the Union Cabinet had approved the draft CAPF (General Administration) Bill, 2026, which provides for continued deputation of IPS officers to the CAPF.The appointment and service conditions of Group A General Duty Officers and other officers/members of the CAPF are currently governed by rules issued vide an Executive Order. “In recent years, due to the absence of an umbrella law, the regulatory provisions have developed in a fragmented manner, resulting in a number of cases related to the service and leading to some operational and administrative difficulties… There is a need to create an umbrella law to regulate recruitment, appointment and other general service conditions, promotion and demotion of officers of this group… legal clarity, preserving their individual operational and functional requirements and administrative and federal Adjusting judicial direction to necessity,” it underlined in the Bill’s statement of objects and reasons.The bill effectively blunts the Supreme Court order passed in May last year which guaranteed ‘Organized Service’ (OGAS) status for Group A CAPF officers for all purposes and directed the government to phase out deputation posts of IPS officers in the Senior Administrative Grade (SAG) up to the rank of IG in the CAPF. As per current recruitment norms for CAPF, 20% posts at DIG level and 50% at IG level are deputation posts for IPS officers.The CAPF (General Administration) Bill does not retain the 20% deputation quota for DIG-level posts.The May 2025 verdict by the SC was seen as a possible career boost for around 13,000 CAPF cadre officers, who had complained of discrimination on account of occupying senior-level posts of IPS officers.Noting that IPS officers working on deputation are an integral part of the CAPF, the text of the bill specifies how CAPFs carry out national security and counter-insurgency duties in coordination with state authorities. “In the interest of maintaining Centre-State relations by ensuring close coordination between Union and States for effective operational effectiveness, it is essential to maintain the existing system of deputation of IPS officers to CAPFs,” it notes.
