Rs 69,000 minimum basic salary
At the center of these demands is the demand to increase the minimum basic pay to Rs 69,000. The committee has suggested keeping the fitment factor at 3.83, which according to the report has resulted in a big jump in the existing salary and pension. The committee has also demanded that all the amendments be implemented without any delay from January 1, 2026.
Along with this basic pay, an annual salary increase of 6 percent has also been proposed, which is higher than the current rate. Its purpose is to ensure that the salary remains in line with inflation over time.
Major changes in salary structure
The draft also recommends simplifying the existing pay scale. In this, it has been suggested to combine the 18 levels under the Seventh Pay Commission into only seven broad pay scales. According to the committee, this will make it easier to progress in career and will reduce stagnation. At what levels will the salary increase under this proposal?
For example, the lowest salary level, which currently starts at Rs 18,000, may increase to Rs 69,000. Similarly, the minimum pay in the next levels may increase to Rs 83,200 and Rs 1.12 lakh respectively by combining the existing levels. The basic salary of mid-level employees can range from around Rs 1.35 lakh to more than Rs 2.15 lakh, depending on their position. The report states that the same suitability factor will be applied for higher levels as well, resulting in uniform increase at all levels.
In simple words, the entire salary structure is being redefined in such a way that the number of levels is reduced, but the starting salary at each level is lower.
Pension and job benefits
One of the most important demands is the restoration of the old pension scheme for employees who joined service after January 1, 2004. The committee has also proposed that pension should be fixed at 67% of last drawn salary, with family pension at 50%.
Emphasis has also been laid on career advancement. The draft suggests that every employee should get at least five promotions or salary hikes in a service period of 30 years. There is also a provision for revision of pension every five years.
Allowances and social security
In this proposal, better social security and allowances have been demanded. It is proposed to increase the structure of House Rent Allowance (HRA), in which the minimum rate will be up to 30% and even higher for metros. There are also demands for better insurance coverage, more compensation for employees who die on duty and removal of the cap on leave encashment. There is a proposal to increase the maternity leave to 240 days, along with new provisions like leave for parental care and increasing the duration of paternity leave have also been suggested.
This proposal has been given by only one association, which means it is just a recommendation. The actual decision will be presented after the report of the commission and then the government will decide by how much the salary can increase.
